Introduction: MLC Aide Among 2 Killed, One Of The Three Injured Is
Ex-MCOCA Detainee

Two persons, including a close aide of MLC Bhai Jagtap, were shot
dead near Bhendi Bazaar on Saturday night. A former Maharashtra
Control of Organised Crime Act (MCOCA) detainee and two others were
injured in the firing by unidentified assailants. Though the motive
was yet to be ascertained, the police said it was a case of gang war.

The deceased have been identified as Shakeel Modak (42) and Irfan
Qureishi (50), while the injured are former MCOCA detainee Asif Khan
alias Asif Dadhi (40) and daily wage labourer Gangubai. The third
wounded is yet to be identified.

The incident occurred around 9 pm outside Phool Gali mosque near Null
Bazaar. According to residents of the area, the victims were sitting
and chatting in the lane when at least three persons rode in on
motorcycles and shot at them.

The people of the area said the target could have been Asif Dadhi,
who sustained a bullet injury in his arm. He has been admitted to the
ICU of JJ Hospital.

"The victims were sitting on chairs near the mosque and talking among
themselves. All of a sudden, three to four men appeared on two
motorcycles and fired at them,'' said a resident of the area.
"Immediately, the assailants fled the spot and nobody even dared to
catch them.''

Modak, a close friend of MLC Bhai Jagtap, owned a fishing trawler at
the Gateway of India and a boat that ferries people between Ferry
Wharf and Uran. Qureishi worked in his father in-law's printing
press, Print Red, at Pragati Industrial Estate in Lower Parel.
Gangubai, said locals, worked at a bamboo basket-making unit.

A resident of Princess building at JJ Junction, Asif Dadhi, who now
runs a garment shop, was arrested by the crime branch in 1999 under
the Maharashtra Control of Organised Crime Act (MCOCA) and again in
2001 for another offence. In the first case, Dadhi was acquitted by
the court and in the second case, he was discharged. Dadhi worked for
the Congress in the last Lok Sabha elections. In fact, a controversy
erupted when his photographs with a Congress minister were shown on
television. The minister was later given a clean chit by the state

human problems."

He adds: "Jesus wanted us to be loving and forgiving. I don't know

He said of previous lovers: "I'd always choose someone younger. I
wanted to smother them with love. I'd take them around the world, try
to educate them.

"One after another they got a Cartier watch, a Versace outfit, maybe

"They didn't have jobs. They were reliant on me.

fluid communities (Jatis), the late 19th century British colonial
administration decided to categorise and rank the entire Hindu population of
India by placing each of the Jatis within the theoretical Varna scheme for
the purposes of the decennial Census, and ostensibly for eventual

Herbert Hope Risley, an ICS officer with strong pet racial beliefs about the
Indian population. Simultaneous with this first ever codification into
secular law of Varna-based caste identities during the British empire,
communities (Jatis) sought to place themselves on higher levels of Varna
categories. On the other hand, most of the Jatis grouped into the lower
caste categories rejected the Varna categories as they found this arbitrary
classification unreasonable, unfair and unacceptable, as it did not reflect
the reality. This newly frozen materialization of caste created a growing

Brahmins, who were seen to be the beneficiaries of the arrangement which now
officially anointed their place at the top of the social hierarchy. The
